Despite these facts, 60 Minutes and other news media are claiming AIDS is on the rise in San Francisco. AIDS pundits also warn that the alleged increases in this city predict AIDS increases across America. In defiance of decreases, the mayor's office declares a state of emergency in San Francisco with regard to AIDS every two weeks and has been doing so for years. A state of emergency allows millions of dollars in funding to flow into the city. At the same time, a state of emergency creates a situation not unlike martial law in which civil rights are abridged.
